I have exactly this problem but I don't have Symantec. I have tried both Wireless and wired connections and both report the same. Well you will get this if you arent connected to the net at all.... Then go to the command prompt type ipconfig /release and hit enter. (It should say that there is no IP address to release or something like that.) then type ipconfig /flushdns I looked at what software was installed and decided to uninstall anything possibly related.
