Right now that is exactly what I am having trouble at, whenever I try to upgrade to stock 4.3.1 i get the 3194 error even though I have done the simple So I tried disabling my anti-virus software (Microsoft security essentials) because Apple recommends that and I tried resetting my iPad to factory settings and it worked and it automatically installed iOS Restart and try again. Take a backup, put your device in DFU and restore.
Before you open "host" right click, click on properties, and un-tick the "Read-only" attribute. Click apply, then right click, open with notepad.. Working... So I deleted the hosts file and iTunes immediately worked, didn't even have to restart!
